Nice location. It seems to be nicely equidistant between several state parks (what IS a state park anyway? Are we talking formal gardens or pristine wilderness without federal recognition? Kind of like a state level National Park?)
But Tomah has a population of less than 10,000 - I'd class that as more of a town than a city.
La Crosse is more promising having a much larger (though still smaller than I'd prefer) population. But I cannot for the life of me find this Neceedah National Wildlife refuge. lots of state parks but no wildlife refuges
