His Most Excellent Majesty considers this point and concludes that this is all the more reason to provide them with a site rather than let them choose their own (or go to the wretched hassle of removing them when they choose a place you'd rather they didn't choose).
At least this way you KNOW where they're going to camp and pillage and you can have it cleared up and sorted later. And while you probably can't use it for pretty pretty park land you have the dual purpose of preserving what park land you HAVE AND a bonus open to space to do whatever you want wioth - parties, concerts, fairs etc.
This way beauty spots are preserved. Private property is preserved. We don't have to fork out the money on more counsel housing and we have a convenient open space to do convenient open spacey things on.
