I'd think about it but I'm setting this in 'canon' and I want to interlace the larger plot - since Lucinde and Pascek aree kicking arse with Cock Robin in NYC and we have Madame Guil in California negotiating with the Kue-Jin (if they decide to join Archon - another Justicar in the states

In Maximilian's case, he prefers being an archon :) Because he is infinitely curious and LIKES to travel and look at all the interesting weirdness all around. He has no wish to be Justicar (far too political and scrutinised) and if he settles down Clan Tremere will start making him play the Pyramid game again. He gets bored relatively easily if he has to do the same thing for too long - he is sure that's why many kindred succumb to torpor.

I'll also admit some of my own tweaking in my own games of 'upper level archons'. Sure, the likes of Bell can do a lot but some problems are going to need some heavy hitters even above that (and not just in combat) - and there are only 6 Justicars. My players tend to call them my 'gold star archons' with varying degrees of respect or fear

I suppose I should call them Astors but Astors always suggests combat to me.
