Yes, but in this case the well connected Ventrue was the one who was *in* the police reports. It'd be hard to imagine them saying "Okie dokie, Mr Wanted-mass-murderer, we'll just pretend this neeeever happened 8D"
Then again, you could always blow up the building that contained the police reports and the CCTV footage >:D
